Formerly known as Local Law 11, FISP is a New York City requirement that owners of buildings
taller than six stories have a professional engineer inspect their building façade every five years
and file a written report with the Department of Buildings (DOB). The report is to include
parapets, railings, balconies, air conditioners/brackets and fire escapes. The engineer is to
specify if the building is SAFE, SWARMP (Safe with A Repair and Maintenance Program) or
FISP CYCLE 8 AT THE WARWICK
The Warwick is due to file our 8 th cycle by February 2018. Once again, we have hired AMR
Engineering who has evaluated our building and come up with a list of repairs that we need to
complete during the warmer months. AMR Engineering has a 7- year history at the Warwick.
Amr Hafez, the principal engineer, has previously helped us complete LL11 cycle 7 and the roof
replacement, both in 2012. He knows how our building works and where previous repairs have
taken place. He insists on quality workmanship to prevent future problems, a warranty on the
work and always has cost and value on his mind working on behalf of the Corporation.
CONTRACTOR – SKYLINE RESTORATION
Bid packages were sent out to 5 contractors and the Board of Directors selected Skyline
Restoration for price, reputation, and previous workmanship at our building during the 7 th cycle
in 2012. An estimated 8-12 men will be on site during work days.
The work is expected to take 90 working days. Skyline will be on site from 8am to 5:30pm,
Monday through Friday (no holidays) depending on weather. We expect to start in the next
few weeks and the project will take place over approximately 4.5 calendar months.
Once again, a sidewalk shed will be in place for the duration of the project on 3 sides of the
building – 76 th st, 35 th avenue and 77 th St. for protection of any passerby from falling debris
during construction. This is mandatory for safety. Lights are also required to be on 24 hrs. daily
inside the shed. Installation of the shed could happen in the next 7-10 days.
The back garden will be closed for construction months. This includes after hours, weekends or
“just passing through” for your safety. Special arrangements will be made for moving or
deliveries only. If you have a bicycle in storage you will have to bring it in and out through the
lobby. We will not be planting any annuals or new plants this year to save money while the
garden is not in use for routine enjoyment. A large Russian elm pressing on the garden retaining wall
requires removal for proper repairs. A professional arborist, Emerald Tree & Shrub, has been hired to safely
remove the tree.
At this point and time, we have been told air conditioners will not require removal from
windows. If there is a change, the Warwick will provide notice to residents as well as
professional removal, storage, and re-installation.
WINDOWS AND WINDOW COVERINGS
A plan of the building will be posted in the lobby with notices of where the work is taking place.
The contractor recommends if work is near your windows to close and lock your windows to
prevent dust and debris from entering your unit. They also recommend closing your blinds or
window coverings for privacy.
Construction noises such as hammering, drilling or voices should be expected.
